Care England, in partnership with Sona, has published a major new national report laying bare the true operating conditions within adult social care in England.

“Adult Social Care Insights: Workforce Stability, Digital Impact and Financial Confidence” draws on national survey data and in-depth interviews with senior leaders to provide a clear-eyed assessment of the pressures facing providers.

The findings are direct:

  • Short staffing is now embedded across much of the sector

  • Workforce loyalty is masking deeper structural fragility

  • Financial pressures are increasing operational risk

  • Digital maturity is emerging as one of the few controllable stabilisers

Care continues. Compliance is maintained. But too often this is achieved through sustained overtime, heavy agency reliance and senior managers stepping in to cover frontline gaps.

That is not resilience — it is survival.

The report delivers evidence-led insight for policymakers, commissioners and system leaders who are serious about stabilising the sector and building sustainable resilience.

For anyone concerned about workforce stability, financial confidence and digital capability as core infrastructure, this is essential reading.
